The Catanduanes State Colleges (CSC) was established on December 1, 1971 through R.A. 6341. However, the College of Nursing and School of Midwifery was opened during the School Year 1973-1974 by virtue of the CSC Board of Trustees (BOT) Resolution No. 23, s. 1973.

The College’s first designated Acting Dean was Prof. Rebecca Sarmiento and later replaced by Prof. Rosalinda Leda in 1975. In 1979, Prof. Aida S. Bonafe was designated as Dean and retired from post in 2005. Prof. Fermina G. Ong becomes the Officer In-Charge after her retirement. The deanship was succeeded by Prof. Ofelia Duran until 2007. From 2007 to 2013, Dr. Jocelyn Ll. Jordan held the position. Prof. Janet B. Lm act as dean from 23013-2017, then Dr. Jocelyn LI. Jordan was assigned again designated as a Dean from 2017- to present. Of the College with three departments, namely: Midwifery is under the Chairmanship of Prof. Myrna T. Herrera, Prof. Josefina T. Buena is the Designated clinical supervisor.

The College is a haven for academic excellence having produced 16 and seven (7) board placers in the Midwife and Nurse Licensure Examinations (NLE), respectively. It was recognized by the PRC as Most Outstanding School of Midwifery nationwide thrice. Results in the NLE placed the institution on top among schools in the Bicol region. The consistent “above the national passing percentage” performance of the two programs makes the College an inspiration to other units of the CSU. The BS Nutrition and Dietetics program is one of the two HEIs in Region V who still survives the PRC and CHED quality assurance being a performer as well in the licensure examination.
